The Zimbabwe Revenue Authority (ZIMRA) has officially demanded that Borrowdale Brooke hand over a comprehensive list detailing exactly who owns and who is renting properties within the ultra-wealthy enclave.

Just days after the Zimbabwe Broadcasting Corporation (ZBC) announced an invasive door-to-door TV licence inspection in the same neighborhood, ZIMRA is now turning up the heat. The tax authority is aggressively intensifying its efforts to ensure compliance among the country's high-net-worth individuals.

UNDER THE MICROSCOPE: Residents of the upmarket Borrowdale Brooke Golf Estate are facing intense scrutiny as ZIMRA demands their private leasing and ownership details.

In a notice dispatched to residents late last week, the Borrowdale Brooke Homeowners Association dropped the bombshell: ZIMRA had formally requested sensitive information relating to properties within the estate.

Panic and frustration are reportedly rippling through the wealthy community as the Homeowners Association admitted that, after seeking external legal counsel, they have absolutely no choice but to comply with the revenue collector’s statutory demands.

What ZIMRA Wants

The tax authority is demanding a very specific set of data to track the cash flow of Harare's elite.

In their August 28 notice, the Borrowdale Brooke Homeowners Association laid out exactly what the taxman is looking for. The requested information leaves very little room for anonymity in the rental and property ownership market.

  • Property Owner’s Name
  • Tenant’s Name (if the property is being leased)
  • Lease Commencement Date
  • Contact Details (for both owners and tenants)

Preparing for the Wealth Tax?

This aggressive data collection echoes a highly controversial fiscal policy introduced to target the rich.

This move by ZIMRA does not exist in a vacuum. It heavily aligns with the government's broader objective to widen the revenue base and address wealth inequalities in Zimbabwe.

In 2025, Finance, Economic Development and Investment Promotion Deputy Minister Kudakwashe Mnangagwa told Parliament that the government had temporarily shelved the implementation of the highly debated Wealth Tax. He stated it was pending the completion of administrative and legislative refinements, as clear mechanisms were needed to assess, monitor, and collect from targeted individuals.

Targeting Assets Wealth taxes are levies charged on the market value of assets—including real estate. By mapping out exactly who owns and rents in Borrowdale Brooke, ZIMRA is likely building the exact database needed to finally enforce this tax on the country's richest citizens.
