President Emmerson Mnangagwa has reversed the appointments of John Paradza and Nokuthula Matsikenyere as non-constituency ministers.
This decision comes after it was revealed that the President had exceeded the maximum number of non-constituency ministers allowed by the Constitution.
Constitutional Limitations On Non-Parliamentary Ministers
According to the Zimbabwean Constitution, the President is permitted to appoint up to seven ministers and deputy ministers from outside Parliament, specifically chosen for their professional skills and competence.However, all other ministers and deputy ministers must be Members of Parliament, either Senators or members of the National Assembly.
President Mnangagwa had appointed Paradza as Deputy Minister of Environment and Matsikenyere as Minister of State for Provincial Affairs and Devolution in Manicaland.

The non-constituency Ministers for the 2023-2028 period are Kirsty Coventry, Mangaliso Ndlovu, Mthuli Ncube, Ziyambi Ziyambi, Amon Murwira, and Anxious Masuka.

In the wake of a contentious victory in last month’s elections, President Emmerson Mnangagwa unveiled his new cabinet on Monday.In the new cabinet, Mthuli Ncube continues to oversee the finance sector as the Minister of Finance while Vice President Constantino Chiwengo has been replaced by Dr. Douglas Mombeshora as the health minister, relieving him of his dual role.
Monica Mutsvangwa has moved from her position as the Information Minister to take charge of Women’s Affairs and SMEs. The Information Ministry is now headed by Jennifan Muswere.
Christopher Mutsvangwa has been assigned to lead the newly formed Ministry of Veterans of Liberation.
The new ICT Minister is former actress Tatenda Annastacia Mavetera.
Sithembiso Nyoni has been appointed as the Minister of Industry and Commerce.
