World Bank Suspends Uganda Over New Anti-Gay Law

In a resounding display of commitment to its values, the World Bank Group has issued a powerful statement condemning Uganda’s Anti-Homosexuality Act. 


The statement highlights the contradiction between the act and the bank’s vision to eradicate poverty while promoting inclusion and non-discrimination.

The World Bank’s mission to create a poverty-free world on a livable planet is grounded in the belief that this vision can only be achieved by embracing diversity and ensuring that everyone, regardless of race, gender, or sexuality, is included. 

The Anti-Homosexuality Act, with its discriminatory nature, fundamentally undermines these efforts.

The Law

In a swift response following the enactment of the law, the World Bank dispatched a team to Uganda for a comprehensive review of its portfolio in light of the new legislation. This review concluded that additional measures are imperative to guarantee that projects align with the bank’s rigorous environmental and social standards.

The ultimate aim is to shield sexual and gender minorities from discrimination and exclusion within the projects funded by the bank.

As part of their commitment to uphold these values, the World Bank is currently engaged in discussions with Ugandan authorities regarding the implementation of these supplementary measures. Notably, the bank has taken a decisive step by deferring any presentation of new public financing to Uganda’s Board of Executive Directors until the efficacy of these measures has been rigorously tested.

To further ensure accountability, the bank is bolstering third-party monitoring and grievance redress mechanisms. This enhancement will empower the bank to take prompt corrective action whenever necessary, thus reinforcing its dedication to inclusivity and equality.

Unwavering

Furthermore, the World Bank Group has fostered a productive relationship with Uganda over the years, and this statement reinforces their unwavering commitment to the nation’s development. By reiterating their promise to assist all Ugandans, without exception, in escaping poverty, accessing essential services, and enhancing their lives, the World Bank stands as a beacon of hope for a more equitable future.

In an era when global cooperation is paramount, the World Bank Group’s stance against discrimination sends a clear message that development must be pursued hand in hand with inclusivity, respect, and human rights.

Uganda

Moreover, the government of Uganda has reacted to the news from the World Bank. They have dismissed the move as unjust and hypocritical, and accused the World Bank of double standards. They have also said that the law is in line with the values of the Ugandan people.

State Minister for Foreign Affairs Henry Okello Oryem: “This is hypocrisy. The World Bank is lending money to countries in the Middle East and Asia that have the same or harsher laws on homosexuality. They are only punishing Uganda because we are a small country that they can bully.”

President Yoweri Museveni: “The World Bank is interfering in our internal affairs. We will not be dictated to by foreigners on how to run our country.”

Statehood in Question

Lastly, the World Bank’s decision to halt new lending to Uganda is a significant development, and it is unclear how the Ugandan government will respond in the long term. It is possible that the government will repeal the anti-LGBTQ law in order to secure future funding from the World Bank. However, it is also possible that the government will dig in its heels and refuse to back down. 

Only time will tell how this situation will play out.
