It has been more than two years since Biya had not personally attended a Council of Ministers The Head of State, Paul Biya, chaired this Thursday, March 15, 2018, a Ministerial Council with the new government team, at the Palace of Unity. Below, the special communication of Paul Biya on this occasion.

Prime Minister,
Ladies and Gentlemen, Members of the Government,
I welcome you to the Unity Palace, on the occasion of this Ministerial Council which intervenes after the reorganization of the Government of March 02 latest.
To the newly promoted, as to those who have been renewed, I extend my warm congratulations. Know how to deserve the trust placed in you!
I urge you to work hard so that together we can meet the many challenges our country faces. Our people do not expect less from us.
Ladies and Gentlemen,
In spite of an unfavorable international situation, the strengthening of the performance of our economy, the improvement of the living conditions of our populations and the fight against unemployment must remain at the heart of the Government's priorities.
In this context, it is imperative to continue the smooth implementation of the program with the IMF. It is also urgent to finalize the implementation of major structuring projects, the Emergency Plan for accelerating growth and the YOUTH Special Plan.
The entry into service of the deep-water port of Kribi and the second bridge over the Wouri augurs well in this regard. These projects, as well as many others, which are completed or in the process of being completed, can be inaugurated in the current year. These good performances should not make us forget that much remains to be done. Outreach services to the population: water, electricity, health, road infrastructure, must continue to benefit from the special attention of the Government, as I recently emphasized in my message to the Nation.
Ladies and Gentlemen,
I would like to reiterate, very firmly, my instructions on the need for the rational use of public resources, the reduction of the State's lifestyle and the fight against corruption.
Each of you will have, in his field of competence, to raise the bet of the performance. The search for the general interest and efficiency, solidarity, team spirit, respect for the hierarchy, must at all times and in all circumstances, be the compass that guide your action. It is also at this yardstick that you will be judged.
Ladies and Gentlemen,
In the Far-North, North-West and South-West regions, the determined action of our defense and security forces has drastically reduced the abuses of the criminal groups there.
Efforts in this regard should be pursued, especially with a view to returning to normal economic and social activities.
Our people across the country have consistently expressed their desire to be more closely involved in managing issues that directly affect their daily lives. The creation of the Ministry of Decentralization and Local Development is designed to provide a rapid response to these recurring demands.
I expect, in the near future, detailed proposals and a timetable for the acceleration of the ongoing decentralization process. Several elections are scheduled this year, starting with the Senate that will take place in a few days.
The necessary arrangements must be made to ensure that they are kept in optimal conditions of serenity and security.
The effective establishment of the Constitutional Council, whose members have just been sworn in, is another pledge of our determination to advance our democratic process. The necessary means must be made available for optimal operation.
I welcome the efforts that have been made so far in the preparations for the CAN 2019. I urge the various administrations concerned to intensify these efforts, so that Cameroon can celebrate, when the time comes, with Africa and the world, a big and beautiful football party.
